So my guess is that he doesn´t believe his father is the LL killer at all so when a new body was found he though the real culprit came back and started checking things out, he probably thought it was Kyouka's father and that is why he was in contact with him at one point.

My guess is that Sai roughed her up but left her alive and then someone else killed her. He may be a accomplice though
