Its not Fern either, unless Fern is supposed to be like 30+ years old, Wirbel is talking an event that happened 29 years ago. I forgot how old Fern actually is right now either around 18 or 19 or 20.

The possibility of it being Fern is a bit of a stretch, going back to Chapter 2 where Fern is introduced, she is supposedly a War Orphan from the Southern Provinces, while this girl Wirbel is talking about moved to the Central Provinces with her family.
