I kinda really liked this chapter. It rose above its normal past self to show a bit of the dark side of human nature and the dangers of playing with people's hearts.
I'm with Takemitchy on this one, think about it. Kisaki was able successfully coordinate and calculate multiple plans in order to take over Tokyo and he didn't even need to time travel.
The guy was a bastard and had some pretty stupid motivations, but he was a hella smart.
