Oh I was wondering why it got so many comments.. "Rotor" is wasei-eigo. The meaning it conveys for English-speaking reader is not the same as in Japan, these type of words should be avoided in translation as it can warp the meaning.

Why is it all dithered like that? Is it required for your coloring process or some kind of error like with early scans that had patches of white color dithered? Good job anyway.
