Pretty sure his power is in words. He makes the enemy believe his statements and they come true. Mikazuchi believes nothing in what he says so it does not affect him but Jagasaki on the other hand lets himself get affected with every "truth" that Tengu has said.

I, for one, prefer the HitomiXMannequin ship.
