It's a Kaitou Thief of Kindaichi. Similar to Kaito Kid. It's related to the phantom thieves which are famous from the Lupin Novels.

In the second volume for Kindaichi 37, there was this part where the characters were introduced. Funnily enough, Miyuki's pic (which was used from the 20th Anniversary series' volume cover) was made translucent and a big question mark was put over it.
