The manga so far had been fairly happy-go-lucky and the author/audience probably didn't like the sudden serious tones of "dealing with" that manipulated classmate and other terrorists -- so they just rushed half an arc into 1 chapter. It goes back to the previous pace in the next few chapters...
The MTL for chapter 10 skipped over a lot of details and you're better off waiting for a reworked version. Here's a makeshift script/summary for the chapter from what I could understand from the raws.
Can't find them on the scanlator's site anymore (Shotachan Scanlations, don't search unless you want to go through yaoi-shota stuff). I should have the 4 translated volumes saved somewhere.
