Motoyama Hotaru's brother, who they said is a karate practitioner, is actually most likely a character with the same surname from the author's prequel Fist of the Seeker. In terms of power level, he's likely on par with Rei since he is also the speedster "one shot" type.

Considering how easily Xia Ji went down, I am guessing that he's about as strong as Inaba Ryo (Hair Assassin).
