I'm impressed people still have hopes for the plot. I think there's still something there, but let's be honest, it's been an excuse for softcore for a long time now.
There's a fine line between aloof eccentricity (like Yugami from Yugami-kun ni wa Tomodachi) and being dumb. This is probably the first chapter were I thought this girl is probably more dumb than just eccentric.

This series can't keep anyone a villain. There's a limit to nuanced antagonism when people behave like psychos before Yuuichi Aizens them.
