They can be a plan B, but not necessarily. When those situations come up it's usually part of the design. Plan B off tank would be, in a raid that occasionally requires one, that during a fight that does not the main tank goes down and the off tank can still pick up and save the wipe.

Nah, becoming a tank when your friend is one is a good idea. Finding good DPS isn't so hard, simply due to the sheer number of them, finding a good off tank though... A healer would also be acceptable, but in this case it doesn't really seem necessary.

Should also be noted that a blank slate could be more easily trained in some cases. Someone with a lot of training would need to unlearn bad habits on top of everything else

WoW had a brief bug with PvP stats where you could be outright immune to higher leveled players, so stupid little balance things like that aren't entirely unrealistic. That everything just kind of seems to run on a Blue Mage-ish "Go kill stuff and see what you learn to do" rather than any sort...
