I think the traditional way to initiate a settlement isn't to prepare housing and provisions but lure an initial group with the promise of for instance land. Of course enough money to finance an expedition that can survive until they have planted food themselves would help quite a bit.

@Karsh I think it has been shown before that pictures taken include ghosts and that those that can't see them simply don't see them in pictures either. So same with videos. Might not make much sense from a technical perspective especially with digital stuff but it is about supernatural stuff...
