afaik, while it might not be strictly illegal to write about incest, certain topics, such as incest have a hard time getting published due to political and social pressure.

To me it does not count as doing anything when they can't have a normal conversation with each other.
That's what I mean by progress. Being able to actually act like a couple, instead of walking several meters away from each other and being unable to talk normally.
Honestly, Ruri does not add anything positive to the story. She's there only to stall the development, because the writer is not good enough to do so convincingly. She is also necessary, because with how the two characters are (especially the fmc) they would've progressed far quicker.
