They were on the island at the start of the ban match, but the player their were supervising got kicked off the island due to the gambles. So I'm assuming they are just coming back after making sure the players they were supervising got safely off the island.

I was really curious what could shock Touya so much, and I just realized the leader never called him by Touya in normal situations. He always called him the judge (and so do the other referees). So maybe that is why he is shocked so much?
