Well, the first level would have been better than the fully evolved one if there wasn't the restriction that you can only use the skill once on every person. But with this restriction, which also prevents the skill from being totally world breaker, fully levelling it seems to be better indeed.

@phil777 Nah you're right, the idea that the skill is better unevolved would only apply if you often found enemies with varied skills, or if adding a "Skill A level 1" to "Skill A level 1" made it level 2, but it's actually more rare than anything to find someone with a good skill, and risking...

@phil777 It's not balanced at all, with the skill level 1, you could get 1 skill every 4 days easy, and now only once every 18 days, his seems like a downgrade to me. Well, not so much a downgrade, because it is better to be able to target precisely and certainly the skill you want, but it seems...
