It's not surprising considering the high pressure antifailure society that Japan is, plus the fact that big city junior doctors don't get much opportunity doing actual surgery, plus the culture promotes being doctors do for the money/prestige rather than saving lives.
I heard there's a lot of comatose people in the u.s. due to the way their health care system works, so perhaps that has had an influence in Dr. Ebato's stance?
