@contrasena - I think you're looking for Shihou Sekai no Ou. It is not available on MangaDex, because the group that scanlated it doesn't allow uploads to this site.
My university employer blocks the new CDN (cdndex.com) at the firewall, claiming it is a malware site, so I had to install the Tor browser in order to get the site to load properly.

I like this series because it accurately shows how much corruption and inefficiency actually exist in wartime, and how people manage to get things done despite it all. The depiction of periods of relative calm punctuated by moments of random horrific violence and death is also pretty accurate.
