The last page where it says Stifano in the top right panel is a translation error/typo by the translator as in the Japanese raw it clearly says Bulga.

@RedSkyX2 You are remembering wrong. Japan has child protection laws (including regulations that parents can lose their guardianship if they abuse their children) and services. However, if the author had it done realistically the manga would stop even before chapter 1 starts.
