Uploads before actual release in the country of origin is not allowed. It appears that these were early uploads. They have been made unavailable until they are released in Japan, at which point they will be made available here.

You don't reupload - you edit the chapter and REPLACE your existing chapter with a new one.

We have enough bandwidth issues as it is - openly endorsing downloading isn't going to help with that. There are enough third party tools out there that will enable you to download as it is.
