Somebody checked the timeline and that report was talking about 9 level fives while Mikoto was 3 years old. It's reasonable to say Mikoto hadn't even applied to the esper program by that point. Most of the lv 5 are similar age, so any other lv 5 not born in AC was probably unknown even to AC.

@IlsaTilsaKilsaMilsa You missed the point. Them implying there was an extra planned level 5 that far back tears several holes in the facade AC has about everything and Uiharu's brain just glossed over it. Heck. even if they said 7 level 5 it would give pause because Misaka didn't reach level...

Uiharu completely failed to notice the "wrong" number of level fives. Must be making people not notice anything messed up about AC again.
