How the hell does the cover keep changing

Amelia looks way different in the cover than she does in the chapters. The cover suggest a much happier, more common female character/love interest, but the story seems to paint her as more of a tough, admired, won't take any bs character.

I'm a little confused. For one thing, I had no clue Tifa was 19, she always seemed younger. But I don't remember her having a younger brother, I have no clue who that noblewoman about to get married is, and I can only faintly remember hearing about Saliy's brother. Looking through the comments...
