So this means that Baku was keeping track of the bookstore and orders related to the book Hal always used when he had amnesia in order to try to set the date of the surpass the leader game to one month after the order was placed for the book in order to have him suffer a memory loss episode mid...

So this explains how Baku eventually gets the idea to take Hal's periodic memory loss into account when planning his most recent surpass the leader challenge. Since it's been a few years Hal's memory loss likely stabilized to once a month events just like the person mentioned in the e-mail.
