@JavelinJoe I can at least answer how you'd fix that. It's a rubber band with some fabric around it. The piece of fabric would be folded into a round shape around the band, and sown together at the ends to form a loop. You'd tear out all the seams, take a new rubber band, re-wrap and re-sow it...
