@duckiedoggo have you ever played the game? No ref would stop that play unless (like you pointed out) the ball leaves the field of play. The ball never went out so the ref doesn’t really have to stop the game because a player lost his shoe, especially in a counter attack.

For the people saying it should be a red, the FIFA rules changed and unless it’s a very malicious tackle it’s a yellow not a red. They don’t want to punish teams with a PK and red card anymore. Also the tackle looked for like a sideways swipe than taking his ankles from behind.

Why would the goal be disallowed? It bounced of Marco so that cancels out offside (if the opposition player touches it, it’s not offside anymore. I believe Mizuki was onside anyways, he wasn’t in the prior frames and then came from behind Marco.
