@Remedil In visual stories like comics/manga/webtoons/etc. the placement of speech bubbles matters. If Ashe was mad about the idea of having to make a new law, then the speech bubble where Vica talks about it would've been on the panel (or right next to the panel) where Ashe is shown mad. But...
