well , i guess the person , who will come to save them , will have some connections with the worms , so i can only think of 3 persons :

- gaoh ryuki : he can tell the worms apart from normal people , so if he see the fake construction guys are blocking the roads , he will know something is up and will continue his worm-hunting .

- kanoh agito : he was the result of a Gu ritual which was performed with humans . the worms probably performed this ritual . so kanoh can tell the worms apart too .

- justice police : he is investigating the worms .

I would peg Justice Police as the likeliest. Ryuki would have to find them by chance, it'd be a bit too random for Kanoh to show up now (though ultimately why not), but it's perfectly plausible for a cop with city-wide intelligence to notice some people fucking about the house of Ryuki's boss.
