@Stormdragon Hoya explains it a bit in chapter 4. The Schwandells suspects Rayburn and the Espelindo family of propaganda because of how much their image has improved as a result of the novel. They want to accuse the Espelindo family of manipulating the public's opinion because it's threatening to have Rayburn, the former Crown Prince, suddenly get a surge of popularity amongst the people.
