Add "Plan-To-Read Priority" Action/Marker

The difference I'm aiming for is that I could distinguish between titles that are licensed in my country and those that aren't. I have a long plan-to-read list and I'd like to read those first that are licensed, so in case I like them, I could buy official copies of them before they become unavailable (sold out). Right now, I have to keep a separate list to know which of the titles listed in my plan-to-read are licensed and which are not to determine reading order.

A different label from "Plan-To-Read Priority" is fine, too, just couldn't think of anything atm, might as well call the label "Licensed" or something along the lines xD.

I hope my explanation makes sense. (not a native English speaker)
