She's not gonna kill herself. She doesn't even care about the ring. The reason is that she doesn't want to move on. If she accepts the ring, she has to accept the reality that her husband is dead and her current life with Shino is bond to end as Shino will soon go on to make a life of her own. If there's one thing that actually bothers Nozomi is that Shino is moving on. I think that's what "so it's true" means. Shino is moving on and Nozomi just realized it's true.

Nozomi was already on the verge of breaking down because of how Shino was acting now. Shino drops a nuclear weapon and leaves as if he had done the best thing for Nozomi, without even thinking about how she would react to it. Shino, I know you wanted to give her the ring with the best of intentions, but let's think about it. Now it's just downhill in emotional disgrace
