This is some straight-up wild shit. Gramps is evil. The logic behind this mass murder is flawed. The kids are orphans with no past you don't have to kill anyone to hide their pasts. Whose going to tie a bunch of assassinations in the city to a town in the mountains? But if you up and kill an entire village people will start asking questions. Also, if the ninja town is full of people to "soft" to carry out ninjutsu you could still use them as a resource hub or a cover. Gramps just wanna murder shit.
