I really don't get why Shimakaze isn't in the game. Suruga was added pretty soon after Crosswave came out, but one year later, Shimakaze is nowhere to be seen.

My bet is that Shimakaze will arrive as part of the Swirling Cherry Blossoms rerun, since she somehow wasn’t present in the initial event’s sequel — Dreamwaker’s Butterfly.
