Blocking chapters based on the uploader (redux, there don't seem to have been any discussion the first time around)

Since many chapters are uploaded without a group (i.e. via the "no group" group), it seems a little odd to me that while you can block particular groups, and you can block comments by particular users, you can't block chapters uploaded by said users. It would be nice to be able to filter out low-quality or troll scans that way. (And blocking the "no group" group doesn't seem like a good option, considering the sheer number of chapters uploaded that way.)

That's unfortunate. I can see how it would make database lookups a pain, but could it not be implemented on the front-end, at least? I'm actually a javascript dev, I'd be happy to help out if you need it (on this or whatever else).
