Well, I don't know if he'd have been banned from using it for that. But the most likely scenario is that the cell phone is most often with his mother, he's probably only using it for the apps at home while it's a good thing for the mom to have on her when she goes out for work and stuff so the kids can always contact her easily in case of emergencies.
