It looks like the emperor's supposed to be incognito. The knights recognize the crown prince, but not the emperor, and nobody acts concerned at seeing the emperor injured, so maybe outside of a small circle, people aren't supposed to recognize the emperor's younger form. Then if Charlotte accidentally lets out that she knows who he is, his suspicions will be further confirmed.
