It's a really serious issue. Post-Mortem Medical Examiners are overworked and underpaid, with large case loads and minimal funds. Forensic Examinations after Death are often shoddy and one of the first places to suffer from budget cuts. Props to the author for creating a realistic, well-explored motivation for the villain.
