It's because it's manga. Every isolated incident of bullying that anyone ever heard of over the course of a decade could be condensed into happening in the course of one story because it's just part of the drama. This isn't a perfect example since sports injuries aren't super uncommon, shit happens and all, but I'd imagine most sports manga focus on at least one major sport related injury at some time right? Even though various people could go their whole lives without getting one or even being on the same team/in the same clubs as anyone that's gotten one. If you want some drama in your sports manga, an injury is a safe bet. So, stuff set in schools? Bullying works.
