Oscar is a cop, but he does his job mostly in a small metropolitan precinct. The worst crimes he’ll deal with will usually be robberies and car accidents, or little more... I believe that in such a situation he doesn’t know what to do. It’s not like all the cops are trained as SWAT officers or Secret Agents.
