When I saw this part in the anime, I wondered if the idea of the occupying forces telling people not to dye their hair blue and Lafiel having to die hers black was inspired by what happens in several Japanese schools. Instances where the "don't dye your hair" school rules go so far that, ironically, people with a different hair color are forced to dye it black so that they don't stand out.
