This is Dachi no Imouto, a new Shima Tokio two-shot. This is the preview chapter and can be found on Rakuen magazine's free online issue, and the main body of the story will be in Rakuen 34 at the end of October.

Dachi no Imouto tells the story of a high school student asked by his friend to look after said friend's little sister, and make sure no one creepy tries to make a move on her. Unfortunately for the friend, our hero is the one who tries to make a move.
