Late response, but yeah. That's how it works. However, there's a loophole where you can coerce someone into accepting your game. The first time we saw this was back when Zenshin was forcing people into "fistfights" by beating on them. In this case, Maria was forced to accept the game otherwise she risked dying. What really happened is that Maria felt the "sense of defeat" from being shot at. Early in the series, Eiya and Yuuya tested out this theory against the number one host and his number one client. They confirmed that the game's result doesn't matter as long as the loser experiences a sense of defeat; it would be complicated for even the SCM to understand how games worked. In that game, the client girl won, but she lost because Eiya wasn't wearing a SCM, and therefore her and the host became Yuuya's slaves.
