I get it now. This is a spin-off, that's why it feels rushed because the key mechanism of the plot is not explained again. You can check the original in the "related manga" section.

This series like the 'prequel' have the same structure, they don't concentrate around an MC but around the SCM and every two chapters there is a new 'hero' in town...

As zz2000 mentioned, this manga has completed publication status after 16 chapters - I think it will be 4 volumes (4 chapters each) but that remains to be confirmed.
