This seems more artificial than natural evolution. We know that ProPatria used modified strands of the Closure Virus to create their Alien-looking Special Ops Units. Maybe this is an experiment gone wrong -- like they were trying to create another modified version of the Closure Virus and accidentally triggered some consciousness-storing ability?
