Pretty sure she just dressed up as a guy to have a "bro" talk about valentine's day.
A quick skim seemed to have her referred to as a girl multiple times, and she called herself Sagiri's "self proclaimed older sister", so unless there was a massive fuck up, Arumi is for sure a girl.
Also you can see the shape of her boob in one of her outfits.
