Not sure if he forgot the actual intro and reasons for why you got into the vault or if that's specific to male PC only.
Because the reasoning was you having served in the military (or atleast the reasoning they gave. Proximity probably had something to do with it as well, but hey).
And it's a very good reasoning for how you're able to use any weapons at first glance, including power armors.
