She probably went home after standing there, bewildered for a good minute. Or she went to the bar to heavily drink. I know I would.

More than that, she either had to deal with witnessing a vanishing shaved ice stand, or with a shaved ice stand employee insisting that yes, he DID in fact just give her a strawberry shaved ice.
Given what the final panel indicates (that he paused to drank water immediately after his transfer, and that she was no longer around at that point), presumably it was the former of the two.
If our perpetually befuddled protagonist was aware enough to assume heat exhaustion from the event, just imagine how concerned that poor, shaved-ice-deprived beach-goer must have been on that front.

I'm just saying, they're a perfectly valid shaved ice alternative. :3
