We know how powerful the masks are, yet he just casually hands it back to her. Why didn't she go "Nope, bye bitch!" and yet herself out a window or something? Push down a wall?! Nope, let me run around in circles like a fucking idiot.
Then, MC just decides to that he should follow everything this guy is saying without forming any kind of backup plan or getting anyone else to aid them. Hell, even telling the President would be better than this shit.

Her mask isn't powerful. Or if it is, it doesn't work for her.
Also, They drop their mask because he has a knife to a hostage and also has a mask that works. So he's just as strong and as fast so they can't simply overpower him or beat his reaction speed.

Did you miss that part where the knife was pointed at the weak hostage, not them? There was no way they could get that knife from him without hurting her.

I know the knife is pointed at her. That doesn't change the situation much.
Assuming the Nanjbu apartment store is 13 stories tall, (based on the image, it's much more considering the windows and how it towers over them) and assuming that it's not larger as layers on apartment stores tend to be, and let's say each floor is 15 feet because that's slightly higher than average. (Malls tend to have bigger floors, but this is just to prove a point)
This means they cleared ~200 feet (195 to be precise, but there's also the fence) in 60 seconds, or about 3 feet 3 inches in a second. (3 feet and 4 inches with the fence) Considering how this was UPHILL at a 90 DEGREE ANGLE, they were moving pretty damn fast, and moving across a flat surface could reduce this substantially, as was just demonstrated by them running from the other side of town to the store.
Being as generous as possible, they should be able to get to him before he'd even be able to process it, and even if he BEGAN to stab her, she shouldn't be too deeply cut by the time he's over there and started wrestling with the knife. These guys are moving insanely quickly, and should just be in his face before he knows it. Also consider that, to their knowledge, it's a two versus one fight, so if both of them charge and one goes for the girl and the other goes for the knife, the dude will have to give up one.
So yeah, they're idiots.

Are you ignoring the fact that he has a mask too? And that the mask not only up physical abilities, but many mental ones too. Like Reaction speed and processing?
It's the reason that the two hero club members are able to process running at that speed in the first place.
And now the villain too has that same benefit, completely negating any advantage the heroes have in that regard.
Not only that, but that knife was touching skin. you have to be close to light speed to get her unharmed(Not just speed either, you'd need dexterity to keep the knife from her in the short amount of time you'd have before it cuts, and the amount of control to pull her away but not to strongly or her body would be damaged from the amount of force used.)
The only actual advantage the two had was numbers. But he had weaker troops ready in ambush so that went down the drain.
