Yes, the clown is Otto, he escaped the grip of Kaslanas and fixed his body. He showed his facemask few episodes earlier.

The feathers and the mind-control related powers are from Otto’s cheat key, the void wanzang, transformed into the (8th? I forgot...) god key. Fu Hua currently possesses the real one, assumed to be her hair pin. The god key is also the source for Fu Hua’s immense speed, where she uses the key to trick her opponent into thinking she is in the same place by altering what they percieve, while she is actually moving behind them to pull out their heart. The target of this divine key sees feathers when they are effected by it.
*Also note that Otto’s feathers are golden, while Fu Hua’s is pinkish red and white (as seen in moon shadow)
