How to active Managa and Comments section on group homepage?

These two sections are invalid on my group's homepage Do I need to send an application to activate them?

That's just bug because your own fault group name. When you go to comment, do you see double slash in the url? Insert your group name there.

Too bad, you have to do it every time you want to post something. Most likely won't be fixed until v5.
