Is it safe to use mangadex or similar manga sites in Japan?

I've heard that piracy laws in Japan are strict and in some cases you could face even jail time for downloading a video, so, does anyone know if there's anything on that for reading manga online?

Do not download it in Japan while there if you're worried. Definitely do not upload in Japan, especially without a Vpn, that would be stupid.
