The manga jumps a bit. Balud had his 13th birthday between semesters. It happened right before Teresa and Prince William transferred into the school.
It's been a few weeks, possibly months, since then. The water pump had been designed, prototyped, cleared for manufacturing & distributed amongst several towns and villages. Then it took 1-2 weeks from the start of Princess Rachel's illness to Balud's recovery and quarantine. And finally add one final week for preparation and travel before reaching Cádiz.
Although I'd wager Balud is still closer to 13 than 14 in this chapter.
