I get the feeling she’s holding back until Hina is ready, and legal. As far as my understanding goes, as long as the age gap isn’t over a certain number (isn’t it 10 yrs or something?) and they don’t have sex, nobody could come after Yayoi for dating Hina.

If memory serves right, it's a bit complicated for couples of people below 20/over 20, because Youth Protection Act kicks in. Don't remember if you have to be over 18 or 20 (aka an adult in Japan) to move past that. Pretty sure a lot will also depend on the stance of legal guardians of a minor. And it might also be different on a prefecture-by-prefecture basis. Think YPA might be a Tokyo thing, but I've just brushed past it in another manga so idk.
